Young Partners in Development

Greetings CRIP Participants:

We would like to invite feedback and discussion on the accountability model. Feel free to share your ideas on how this model could apply, its limitations and any other comment that could help in furthering our ability to monitor and evaluate from a child rights approach.

Certainly, the last few days have made me reflect, for instance, on the need to explore more deeply the question of accountability to (for!) children as it relates to theory and practice.

Cheers. Natasha

Hi. Am a bit new to this way of communicating so please bear with me. Very impressed with accountability model. A few commnets:
- still not sure whether it matters or not but should it be called 'measuring ... our impact'. The paper does begin by talking about 'translating...UNCRC articles into measurable indicators' giving an impression that we can easily quantify it but the rest of the paper doesn't seem to show that. Also, are we talking 'impact' (changes in the lives of children) or are we talking 'outcome'. p. 7 defines evaluation as '..assessment of progress towards achievement of outcome..' whilst impact assessment '..measures the achievement of program objectives'.
- there has been a lot of talk this week about indicators to describe the status of a country in relation to child rights compared to indicators to support child-rights programming. I think we need to be clear on this distinction. on p.13 the paper gives an example of 'measuring child participation programs' so does that mean this paper is focusing on child rights programming?
- sample matrix is very helpful.
Have attached Plan's draft Programme Effectiveness Framework to compare/contrast to accountability framework. Comments welcomed.

Here is the group presentation on definitions:

Hi Natasha,

There were a few suggestions from the Indigenous Child Welfare group on the model, to try to incorporate more of the lived realities of Indigenous children and families. Specifically:

Mandate: the suggestion was made to include traditional laws, customs and structures
Mechanism: to include family and extended family and the circle of support around the child
Child: to view the child within the context of his/her family and community

These were important aspects for our group.

Thanks!

Vanessa
