As identified in the feedback over the last couple of days, it is important to define our terms. In that attempt, we invite you to share your definitions, to refer to any literature that may be informative.
To start the discussion, we have identified three terms and a definition. We look forward to hearing about yours:
1: Monitoring refers to the ongoing process of keeping track of progress, allowing for adjustments during the intervention.
2: Evaluation refers to the selective assessment of progress towards and the achievement of an outcome.
3: Accountability
Here are definitions that were posted at the Child Rights in Practice conference:
Evaluation
• Selective assessment of progress towards, and the achievement of an outcome. It provides one or more snapshots to clarify trends toward desired goals, and monitoring assesses progress in implementation of ongoing programs.
• A comprehensive assessment of how a given initiative (project, program, etc.), institution or policy has influenced change in the people and institutions with which it works or targets-whether direct or indirect, intended or unintended, negative or positive.
• In terms of outcomes and impact, a measure used to assess the changes influenced (in people, institutions, policies, etc.) by a given initiative (project, program, etc.), institution or policy.
Indicator • Measure of a project input, output, result or outcome which provides a basis for determining whether or not objectives and goals are being accomplished.
Monitoring • Ongoing process of keeping track of progress, allowing for adjustments during the intervention.
Accountability
• Ensuring that duty bearers take responsibility for their role and mandate.
• Report back to their constituency.
• Encourage them all along the way
